A program should have objectives, a strategy, tactics, be measurable, and acceptable to everyone involved.

The discussion begins with the C Suite because enlightened policies have to be instituted into the culture and budget. Education and support should be followed at the management level. Managers play a large role in worker’s attitude about their employment.

Finally the worker is educated, counseled, guided, and measured for progress and results. Questionaires and surveys are one way to measure progress and results.
